Revitalize River Ship Tourism Project Proposal

Create a business proposal that will be presented to a group of investors.
The project consists of revitalising a past Winnipeg, Manitoba CANADA historical tourism ship (the MS River Rouge) along with building a permanent, year round inland dock system (for the ship) located at a Heritage designated partial of land known as Hyland Provincial Park - East St Paul, Manitoba.
Along with resurrecting this last remaining Manitoba historical river ship for tours, there will finally become a permanent inland docking/maintenance system for the ship and the ability to provide a full-service food and beverage means for the ship, prior to departures.
Why Hyland park ? Hyland park in East St Paul, Manitoba was once the main marine dock area (spring and summer) for the majority of red river ships in Manitoba. The grounds at this park already have a pre-existing boat launch and this location is ideally located just outside of the City of Winnipeg. The land has the space required for this type of historical river ship revival.
Our proposal will also include the construction of a full service/mid/upscale restaurant on the grounds along with a small detached mini-mall area that will house the ships ticket office, a gift shop, Indigenous shops, along with other heritage themed shops (old fashion ice cream shop, etc).
Throughout the year, additional events can also be incorporated into our offering on the grounds for the local and surrounding community to benefit. Events such as: Summer family caravel days, indigenous days, family Halloween maze week, family winter skate night, etc.
Access to Hyland park is right off of a main paved roadway, Henderson Hwy. As part of our proposal, an upgrade to the existing access road from Henderson Hwy to the grounds will be constructed to accommodate a large parking area for the ships tourists (vehicles) and the restaurant, but also efficient movement of tour buses in and out of the grounds.
Included in this proposal is an explained history of this past historical tourism ship business, the enormous and immediate positive impact this project will bring to Manitoba tourism industry (for the region), economic successes of ship tours (river travel to other historical sights in and around the area, jobs, etc). Other locations in Canada that have and continue to invested in the continued river ship tourism businesses. Touch on past river levels (ice thaw delays, etc) issues & inter city bridge obstacles (imposed by the City of Winnipeg) that caused all these river touring ships to eventually cease operations due to not having a year round dock location , no functional/cost effective maintenance area for the ship, no access to kitchen area, etc). This historical ship and all others had to stop operation due to no permanent dock location. Our location proposal which is a historical heritage park land location & this sites currently has safety, grounds upkeep, issues etc) and our proposed design usage for this land & modern ship inland dock system to allow for boarding of guest on the ship , with , community values & safety concerns, investment by our group, what a revitalized heritage tourism attraction will look like for the community, economic tourism growth & prosperity for the community and province.
