A program to be written with text for input, metadata for each symbol of this text in json format, and with a line containing the text name for output. The name itself is in the text. In fact, it is necessary to separate / isolate the name of the text out of data about the text (Only Name file, please see example).
Meta data is an array of objects in JSON format (UTF-8), with data about each symbol as:

You will be given 1000 test texts for development.
After the task is fulfilled, you provide us a REST API, so that we could check the correct operation of the program. The program fault must not exceed 3% (the results of your program operation will be compared to data entered for these texts by other people).
You are supposed to give us exact terms and fee you estimate your work.

I'm very interested in your project. While I do not work professionally with image processing/text recognition I have studied computer vision and worked with OpenCV previously.
My suggestion is implementing a Python script to extract the text from an image using OpenCV and some method for feature extraction, and then process all the images and evaluating the result using a bash script.
I have set a generous time frame to allow me a slight refresher on computer vision and OpenCV as well as giving myself enough time to be certain I can complete the task.
