Well, regarding database if you have multiple user concurrently using the system its better to have MS SQL Server or if not its for standalone machine we can use SQLite which is light weight. I can offer either Web or Desktop Application. Web will be done in Asp.net mvc using MSSQL Server database and we can host it on IIS can be accessed from LANWAN or even we can host it on Web server. About Windows Desktop Application, I would like to develop it in WPF c# with MS SQL Server / SQLITE/ or other database. This als can access remote database i.e. MSSQL Server. Antes que nada aclaro que mia linguagem nativa e espanhol e aprendi portugues porque sou de nascimento de fronteira con Brasil, por tanto conheco a lingua mais tenho carencias no idioma. Com relacao a aplicacao que voces querem implementar, sobre a base de dados sempre e melhor ferramenta SQL Server ou MySQL por exemplo que o Access falando en capacidade de almaceamento, seguridade e acceso a mesma. Por exemplo Access tem límite de registros na base de dados muito mas pequeno, nao serve para trabalhar com servidor (base instalada de forma local), etc. Sobre custos, Access tem custo ya que tem que pagar a Microsoft pela ferramenta. SQL Server tem a versao Express que e gratuita mais limitada (de todas formas e melhor en cuanto a tamanho da base de dados respectivo ao Access) e uma versao paga. MySQL e gratuita. De todos modos como a sua aplicacao pareceria ser pequena poderia funcionar facer a mesma em Access. Eu recomendo usar SQL Server. Respecto a linguagem si vao trabalhar com Access vai ser VBA, si vai ser sobre .NET nao faz muita diferenca VB.NET ou C#.NET para o que voces querem.
