SMS/Email desktop app based on API

I am working with [login to view URL] for my email and sms marketing campaigns. they have APIs for both sms and email(smtp) to be used in building apps. my question is: can you build a software that i can use on my desktop pc and based on those APIs, when i edit a text message, my [login to view URL] subscribers will receive both an email and a sms? my list there has options for both sms and email so when i add a subscriber there i insert email and phone number. there i must send separate campaigns for email and sms. it wouldn`t be a problem if it will be the same in my new desktop app, to send the same message twice, once with "email" selected and once with "sms" selected. that would be the case anyway since i want to be able to use html and text for email campaigns from my desktop app. i need a solution that is robust and works fine from my pc and base don their API, my subscribers will get the text (for sms campaigns) and text/html (for email campaigns). must be easy to install and work with and i don`t care much about graphic interface (some nice colors and my logo maybe) EXTRA: an android/iOS app would be an idea also, if you`re able to do it, but that`s another discussion. i need someone experienced that will login in my [login to view URL] panel and will clearly know what`s in there and how to use the APIs so that everything will work like magic. i will place smallest option for price and will award the perfect combination of price/experience/confidence. if you have questions, shoot! regards!
