Small adjustments on Wordpress plugin

Want to make some adjustments on the plugin "WP-SendSMS" ([login to view URL]).
All adjustments are on the page "Send SMS" in Dashboard (/[login to view URL]):
1) Add a lettercount on the message box
2) Change the field "Mobile:" to a simple solution for choosing between different contact lists. E.g. a new page in Dashboard with 10 text fields, each associated with it's own text area. The text field "Mobile:" will then be a drop down menu containing all 10 text fields. Choosing a value will refer to the associated text area.
This is a low budget project. If there is any easier solution that lowers the cost, you are more than welcome to propose it.
Edit: Added two pictures.
a) Contact list page - This is a sketch for the new page. This show the fields where the user can edit and save contact groups/contact lists.
b) Send SMS page - This is a sketch to show how the new "Send SMS"-page could look like.
