Seems like there are 3 parts to this project. 1 is having your site integrate with Stellar API Horizon. *This seems to be able to be broke into two parts itself. Part A is actually setting up a Horizon server or working with a third party server. Part B is having a client (your site) then interact with this server. But do you know of any third party servers or do you want to set up your own Horizon server? 2 is integrating with an external exchange service. 3 is making a mobile app that the user can make mobile payments with (it will interact with the Stellar client from part 1). I’d like to ask how you’ll be using Stellar in general? And can you name the external exchange service you mentioned? It seems like what you want is to have users register on your website. Then you want to create a wallet on their behalf. (That requires giving them their seed to save or maybe you’ll hide the seed from them and store it in a database?) Then receive and send money with it. Also, may I ask where your current site is hosted? Perhaps I can use the same place it is hosted for installing the docker if you want to install your own instance of Horizon and stellar-core that it depends on. I have great experience working with APIs in general, Postgresql (if needed), and experience with great experience with Java, Python, and Javascript, some of the languages you can choose to use for the client. As well, I have experience building native apps for iOS using Swift and Android using Java
