WP site for photo contest

We would like to make a simple photo contest site for company workers

Site should be responsive and allow submitting photos and voting via mobile devices.

photo can be submitted using device camera or upload.

Each photo can be #hashtag by creator and by other users.

Each worker will have a user+password (pre defined).

Photo contest will not be open to unregistered users.

after first login, when the worker will enter site again, he will already be identified. (no need for login each time)

Each worker can submit a limit number of images per day/week

Each worker can rate (1..5 or stars) each image in the contest

Site should be RTL (hebrew supported)

you can use any WP Theme or plugin that supports such activity (i.e [login to view URL])

Each photo page can be addressed directly using a url (not only by browsing the site)

Design should be based on the template design using our logo and colors (we will supply a link to our mother site from which you can take the design elements)

We will supply Cpanel underwhich you install site.
