Simple file sharing system with NAS as storage with de-duplication technique

I need someone who can build a simple upload and download system with registration and login page. My system will be using XAMPP, PHP and MySQL. This projects will be implemented locally and do not need to go outside to the internet. This system can be accessed by multiple users and they can upload, view, download and share files. All files will be uploaded to the NAS storage. Before the files being uploaded to the NAS, the system able to check if any duplicates files exist. If do, it will not be uploaded to the NAS. The technique will be using is by comparing the md5 hash of the uploaded files to check the duplicate files. The project will need 2 PC running as Webserver and NAS server.
