PHP/MYSQL script edit

I have what I think will be an easy project for the experienced.

I have a football pool, in which I use a 3rd party offline software to generate all the webpages. Here is the process. I use user authentication in a mysql database. The software I use for the football pool generates a weekly form to make game selections. The user uses a text box to enter their name and email address. The form has a "check" function to verify that the form was filled out correctly which I had to disable and would like to get back. Once the user submits the form, it sends me an email with their name and picks, which I then import using the offline software and then all the pages I need are generated.

I now have it where the form has 2 ACTIONS so that it sends me the email through a cgi(which sends the submitter an email confirmation) and also posts the picks into a seperate database table through an "insert.php" script.

Now for what I need:

I am looking for the following:

Users picks are updated into database if they resubmit picks

Users picks are visible on original form when they go back to it after submitting form first time

A generic query webpage in form of table where it displays USER|GAME01|GAME02..... that is not visible till a time that I specify. Before the time that I specify, the USER will be visible and all other info will be denoted with a "-".

Because the form is generated weekly with different games, I will need to know what code to insert and where. I will do the manuel editing of the form on a week to week basis.

There is no hurry on this project as it is for next years season.
