PHP/MYSQL : Order Proccessing script

I will not pay a dime until the project is completed. If this is a problem please do not bid.

I need a script written in php, that will take any or all feilds I specify on a form and log/store them in a secure mysql database, perfered encrypted. and then in the admin section I log on and can print them like invoices. It will have an ccard verifyer(provided) also a file upload option on the order form.

This is a simple project for a php guru. I am a web Developer, but I'm swamped with work. So must out source it and might look into using you for many projects I don't have time for if this is done for cost and on time.
