We require a PHP/MariaDB based Liquid Democracy web application similar to the software offered at [url removed, login to view] To understand the basic concept, you may wish to examine the source code and documentation of that application and/or run your own testing instance of that application. Mostly, you may want to compare the new application's behavior to LiquidFeedback's.
The new software shall have very much the same work flow as LiquidFeedback: The administrator can add users and assign them to one or more organizational units as well as topics (sub-units) in which these users are allowed to post or vote on initiatives, governed by one of the policies created by the administrator.
These policies regulate how long each of three phases, admission (support by a certain percentage of registered users required for the initiative to proceed to the next stage), discussion (possibility to add alternative initiatives, which will also need to meet the admission percentage) and actual voting (preferential voting with Schulze method; to pass, an initiative will additionally need to be accepted by a certain percentage of registered users as well as a certain percentage of actual votes). Between discussion and voting, there may also be a "frozen" phase depending on the policy.
Users shall be able to delegate units and topics to other users. This means that they basically copy the behavior of that other user, supporting the same initiatives in admission and voting the same way in the voting phase. Users shall also be able to override their delegations for individual initiatives.
Users shall be able to receive email notifications about activity in their organizational units and topics, either for each activity separately or as daily digests. To log in, they may either use user names and passwords or authenticate with a WordPress installation or a local IMAP server. Additional authentication methods should be easy to implement.
