Oscommerce value added tax bill specification

I am about to start up a webshop using osCommerce MS2 with some contributions. The home market is Sweden so Swedish 25% value added tax needs to be added to all sales within the European Union, but not to sales outside EU. To facilitate this, two tax zones are used: EU and outside EU. Two tax rates are used: 25% sales tax for the EU tax zone and 0% sales tax for the non-EU zone. This works fine.

A contribution "Total Moms v.05A" (attached) is used to specify the sales tax as a single line on the customer bill/receipt.

Problem: the contribution specifies the 25% tax for sales to ALL countries, not only the EU zone. I need the contribution to specify sales tax on the bill only to sales within the EU zone. For sales to countries outside EU, there should be no sales tax specified. This is the modification that needs to be done by someone skilled in PHP.

The installation of "Total Moms" contribution is straightforward, only copy the two files to their logical place in the webshop file structure and install the module in admin.
