MySQL database speed/performance fix

Job Description:
I have a MySQL database program/software that I use for work to store and manage my clients' account for a small insurance business. I call the system/software HAL.
I have had and used 'HAL' for several years and it has worked fine but recently it is taking over a minute for some of the functions to perform, such as even just connecting/logging into the system. Some errors are being generated but I think they are mainly timing issue errors due to the slow speed/performance of the system.
I have some basic knowledge of PHP but have reached my ceiling of experience and am not able to fix these speed/error problems.
For example: I can see that even just the main [login to view URL] file looks to be too big and contain too much un-neccessary legacy and even wrong code for what it needs to do and I am sure that this is probably one of the main issues causing the speed/performance problem, and may indeed be the whole problem!?
The fact that the code is over 8 years old now and been added to and modified over the years may in fact just be the cause of the problem(s) and so we may find that a better and more efficient 'fix' would be to do a complete re-write of the HAL software/system and bringing the PHP/MySQL and the other associated services/platforms that run the HAL system up to date with current versions. I am happy to go down that route if neccessary.
I am looking for someone to have a look at the 'HAL' software/system PHP files and identify the problem(s) and fix whatever needs to be fixed, and/or do a re-write to bring it all up to current coding and platform versions
