Modify a Wordpress Plugin php/mysql/sql

Hello i need someone who has dealt with wordpress and can modify a plugin for me.

What the plugin does is make a "sticky announcement post" that ALWAYS stays on top of all the other posts on the front page as a "sticky".

So if a wordpess blog has 10 posts on the front page this one will ALWAYS be #1

What i need is exactly that BUT for it to stay BELOW all the posts on the front page so again if a wordpress blog has 10 posts i need this one to ALWAYS stay #10

Please let me know if you can do this.
