Task 1 on the phpBB 2.0.8

I have created a website for our clan and have a forum that I would like to have the ability to upload attachments, I see one available at:

I'm not sure if this is the best way to go or not.

I do not want to mess up my existing forum at all and that is what leads me to finding someone who can do it for me.

Task 2 on the phpBB 2.0.8

I do have a basic understanding on building/maintaining a website but I do not know how to take my forum and have it under a fixed header page where I can maintain hyperlinks and images. Another option would be to have the entire forum being placed on a webpage where I can change the background, edit hyperlinks, and place images.
