A complete portal to buy Webmoney And Perfect money in Arabic Language

Hi, I need a complete and automatic website to buy and sell Webmoney and Perfect money.
Here is a Scenario for buying Webmoney and Perfect money from us:
1- Client come to our website, sign up.
2- He must verify his mobile phone and landline phone, also he must provide photo of document for address and ID card
3- He must wait for approval
4- A sms+email send to him after approval
5- He can see how much Webmoney and Perfect money we have, and he can buy it.
6- Our Payment gateway is local and it needs own progarmming
7- after he buy, he pay for it and automatically with webmoney API and Perfect money API he will receive his money directly into his account. (or he will get a voucher for perfect money)
For selling Webmoney or Perfectmoney to us
1- Sign up and verify account
2- He can see how much we can buy and with what rate ? For example each Webmoney dollar equal to 2 Rials.
3- An invoice automatically created and he will pay and then he can see in his panel he have 2 Rials in Credit.
4- He can ask for his money and automatically we will send his money to his account (Via API)
This system needs:
1-A ticketing system
2- A complete admin for monitoring clients(Ban, full verify)
3- It must a limit for buying and selling(for example for normal clients each day $200 for Gold Clients $5000 per day and for VIP Clients unlimited buy and sell)
4- Each second we must able to edit how much a dollar cost in buying and selling Webmoney and Perfect money.
5- Calculate our benefits/loses
6- Giving a full report (How many clients signup every day, how many verified, how much WM we bought, how much we sold, etc)
7- Fully used Webmoney and Perfectmoney API to sell and buy Dollar in Rial.
8- We must be able to edit how many Dollar we buy in this momet
9- From API getting how much Dollar we have in Webmoney and Perfectmoney.
And more.
PS: the portal must be in RTL(Arabic)
