Check list plugin for wordpress

Hi all, I am looking for someone to write a custom Wordpress plugin. The plugin would be used to create tasks and these tasks would be assigned to each user. The registered users will be able to log into the frontend and place a checkmark next to each task when they have completed them. There must be individual check lists for each user. When the admin creates a task, there should be a title of the task and then the body content for the task. (Similar to wordpress's post structure) When a task is created for that user, the system sends out an email notifying them that a new task has been added to their list. The ability to duplicate tasks and assign them to a new user would also be ideal. The tasks would only ever be created by the administrator, the user would simply tick off the assigned tasks. The admin panel for the plugin must show which users have completed which tasks in a readable table. The plugin must be compliant with the latest wordpress version and contain good clean code. The design of the interface for the plugin must be easy to use and navigate by both admins and users. I know there are checklist plugins out there but they are either too basic or too complicated and do not fit my needs, which is why I require a custom development for this one.
