Build news website with ads banner rotation

We need a script of a news website, with our ads banners on it, which will be displayed by rotation on this news website. Ads banners should be rotating by number of clicks, banners with the biggest number of clicks on the top place. Banner with highest
Frontend: All news should be located on the main domain. Then in the section [login to view URL] short news with the possibility to expand it to see full text with ads banners displayed above and below the news and in the text.
Backend: Admin panel with a password and with 3 sections: News section, ads banners section and setting. In the news section we can create news, add the news title, short news text and full text, news image. In the ads banner section, adding banner image, Url, banner title.
Then, we should have the ability to delete news and banners in the admin panel.
In the settings section, change password, set the minimal number of views for new ads banners , for example 1000-3000 views , before banners start rotation by CTR/highest number of clicks.
