Build a New Web Portal With Only Two Entity i.e. Admin and Staff

We have a new project to build a web application that will have one Admin Entity and then Staff Entity.
Basically, our client wants to move away from filling in forms and printing of forms in hardcopy format to a simple online web portal to help them manage their business.
The client also wants to be able to manage their staff and their tasks using the web portal.
The functions will include:
FOR ADMIN

Add/Edit/Archieve/ property details,
Add/Edit/Archieve/ tenants for each property,
Assign Property to Staff/ View properties, on click event on any property open property information and the register
Add/Edit/Suspend Staff/New Referral Source/ View Referral Directory/ on click even do as above.
Add targets for staff, delete/edit/active or deactivate also add month for each target
Add Notification to Staff/Partners/colleagues
Create Dynamic Pages for Staff and Users with new roles as required. We want to be able to select many control options then create that new user form or page for staff or users.

FOR STAFF

Create/Edit/Archive/ Support Plans- we have the support plan forms based on which the pages need to be built. View Support Plans separated by Tabs
Edit Personal Details (their own details not their targets- targes will be sent to them by admin)
Upload file (this will serve as user my document folder) admin to be able to access each users my document folder
View appropriate properties (assigned to them only)
View number of voids (total and within their properties assigned to them)
Add Appointments/View appointments By service users (filter) (like a diary)
Tick off appointments - Completed check box
To-do lists (daily and monthly) have target met, not met, in progress against each to-do list, free text by staff
Targets (monthly/weekly/yearly) (view their assigned targets)
Create tenant records/Edit/Archive
Add/tick off tasks that need to be completed
Finally, once agreed on the price and timeframe, and after signing our NDA, we will provide you with copies of all forms and the email templates that need to be created and sent after certain events.
