Budget $3000-5000 USD

I need an app for renting out kids electric cars in shopping centers. There has to be possibility ie. choose options for rental times, riders quantity per car (1 or 2), make rental payments, bonus program (buy 5,get 6th free), order photo of the ride etc. More commercial ideas expected from the developer. This business is totally in the beginning, so we also need basic graphic things like logo, color 'world' and fun layout for the website and all materials. Make me an offer for the full package. Both application and website need language options in English, Russian, Swedish and Finnish. I won't pay for hours, only for the full job in several parts after seeing how the work goes on.
