PHP Coding for a website

I have designed a template that I would like to have coded in php or at least some of it in php not sure as I am not familiar in what coding process would be best I do know that I want some of the modules to work with mysql. The site will require users to be able to register, I am hoping that this could be integrated with the phpbb2 registration system as I am using those forums with the site and think that would help with keeping costs down. would like this site to work alot with the phpbb2 forums as in pulling information from certain areas. i.e the news that is posted on the front of the site I would like pulled from a specific forum category and only a certain ammount like 400 letters displayed on the front of the site even if the actual post itself is 1,000 letters. there also would be a recent news post module on the site that too would display news but only the topic of the news post and then when they click on it it would take them to that specific forum area. A recent threads module works similiar like the recent news but just in a different category in the forums. I have a recent matches module- this is something I would like to do on the backend in like a control panel in which I can input a few strings of text and it be displayed in this block. Have a sponsors module in which I can on the backend load an image of a specific size along with entering the web address so when users click on the image they are taken to the site. A roster block that will display images of team players and when clicked on will display the profile of an individual. I have a few different teams so I would like this to work with a drop down menu in which if I chose team "a" it displays their pictures and if chosen team b then shows theirs. I have 7 links on the footer in which I would like when a user clicks on it to display static information.
