Calling all PHP/XML Math and Statistical Guru's(repost)

I have a site that uses an XML data feed called [[login to view URL]][1]. This feed provides me with all the winning pick 3 lottery numbers in the US and Canada. I need a script written that converts the number selection theory below to a script.
