I am looking to implement a database driven, dynamic stylesheet into my Wordpress Theme, so that values selected by the user in the Theme Options panel (and therefore saved in the wp_options table) can be passed to a stylesheet.
I followed this resource:

specifically the last option where the CSS file is stored as its own file... like the [url removed, login to view] file mentioned, but was unable to successfully work with the WordPress' parse_request() function. I'm aware that adding the php/css to the site's header would be easiest, but I'd like to separate it if this is possible.
I only need the setup right now- such that WordPress is serving the [url removed, login to view] file as a CSS file. The [url removed, login to view] file only needs to have
background-color: <?php echo 'blue'; ?>;
and actually have the background turn blue!
