Website conversion from HTML to wordpress

Existing website works but was very poorly written (this will give you the look and feel - client is happy with the look - but the code makes the site very difficult to update). Want to convert site into a Wordpress theme. Very simple static front page. (header with 3 scrolling images) below header 3 small columns. (left to right) first column news ticker (will be the blog side of the site) center column is an embedded YouTube video. Third column will be an image / link to a page. Site will be brocken into the following pages (content is already written) ; 1. Static front page (all other pages should have the same header with the 3 scrolling images at the top of them as well) 2. Company profile (text content) 3 pages - very simple 3. News and events - ( this is where I want to take advantage of Wordpress tumblog so the client can easily update this info using a Wordpress iPhone app. ). I would also like this to be the content for the news ticker in the first column under the header on the index page. 4. Products - largest part of the site about 10 pages (each page represents a manufacturer with some images and text about the featured products. Images / more info statements then link outside the site. 5. Resources - single page of logo/images that link outside the site 6. Contact us - generic form is fine I'm looking for the template - so cutting and pasting content is optional but is not required for this quote. However if you would like to include it as a complete solution I'm ok with that too. This is my first time outsourcing web design work - however if it works out I have alot more work available. I would like to focus on dealing with my clients and have my graphic artist deal with images and the look of the site with the client. In other words my goal is to outsource all the web design work.
