Want this Wordpress mobile plugin developed ! Easy instructions!

I want a wordpress plugin that shows a popup on mobile devices only! It would work like this: -the plugin detects what the visitor uses (might be better if you can include detection of the width of the browser) -if the user visits the website from a mobile device (smartphones,tablets) then it pops up a pop up which might contain an image or text or tap to call cell phone number ( what is showed up is set by the administrator) -the plugin also has option to show only after a user preset time-like after the visitor stays 10 seconds on the website or after he visited 1-2-3 pages on that website. As an add-on we might develop multiple templates (color and design) for the pop-up or other options (but don't include this in your bid as we will talk about these sepparately) Include your suggestion/opinion in your bids!
