International shipping - w/ existing cart PayPal & WordPress

Hello GAF eCommerce & WordPress experts ;-) I have a project that is built within a custom install of WordPress and the client wants to sell products in a store. You can see the URL in the attached jpg image to the project. Here's my problem: - my developer can only set shipping on a per product basis and that shipping price needs to be the same no matter what country orders the product - or, we can set a flat rate shipping amount for an entire order, but the way it is set up, the flat rate amount can only be configured by CONTINENT (which we DON'T want ;-)!!!) ... And here's what I'd like: - If we can only set a flat amount of shipping for an entire order, I'd like to do it by COUNTRY and not continent. The 2 main countries that are of importance are Australia and the United States (every other country would be one set price) ... for example, Australia & the U.S. would have $10.00 flat shipping per order, vs. $20.00 per order flat shipping for every other country in the world - But ideally, we'd like to put shipping on the items based on the country it is being ordered from and then take shipping for one product for the entire order. For example, if 2 products were purchased, and Product A had a $10 shipping charge and Product B had a $3 shipping charge, the order would take the highest shipping amount, which is $10, and then waive the $3 - so the total would only be $10 for shipping ---> if the 2nd bullet point above is not possible, I'd like to be able to do the 1st one (shipping by country) Again, you can see the URL in the jpg image attachment below. I have access to both the FTP and WordPress admin login. Hopefully this is something that shouldn't take too long for someone who is an expert at this stuff. Thanks!
