I need a software algorithm which allows the user to select up to 10 moving objects (vehicle) from an incoming camera video stream. The software must place a bounding box around each selected object for confirmation of the selections and actively track the object's azimuth and vertical position through the scene. I need the software to also extract the vertical and horizontal length (parameters) of the the bounding boxes (or other tracking feature ie. tail/headlight) for confidence testing and to provide delta change of the bounding box parameters and the absolute azimuth and vertical position of each object every 100ms. The azimuth and vertical position and bounding box parameters and the video snapshot and a time stamp must be stored in a downloadeable file for later offline processing every 100ms and averaged for onscreen display every 500ms. Upon iniatialization the software should display a transparent calibration grid onscreen.
The software should be capable of running in a windows 98se, Me, 2000, Xp OS. If necessary a DOS based software platform is aslo acceptable. A Demo or limited but fully operational version (1-2 objects tracked) with a hardcopy printout of the raw and processed data excluding the video scenes will be considered prudent to facilitate full scale software development through further bank financing.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
