Sales Tax Exemption Certificate Tracking

***Introduction to Problem:***

CAP Carpet, Inc. currently uses a manual filing system for storing and retrieving sales tax exemption certificates (hereafter STEC). Tickets are marked individually as taxable or exempt. Currently there is not means to determine if we have a STEC on file for a customer short of pulling the file and looking. Additionally, we have no system for knowing when to renew a STEC. A project specific STEC should only be considered qualifying for tickets during the project time, but retained for reporting purposes later.

***Solution:***

A program needs to be developed to associate a scanned image of a STEC with a customer record. Nightly, a batch process should parse the database that stores ticket headers and report tickets that do not have an associated STEC. Also during this nightly batch, certificates should be checked for expiration. Expiring STECs should generate a “Please Renew?? letter which can be mailed to the customer.

***Solution:***

***Technical description of system:***

* Accounting/Order system is RFMS.

* Back end database is Pervasive SQL V8.5 and is READ ONLY

* A Microsoft SQL server copies the involved tables to a MSSQL based database every 15 minutes. MSSQL server is 2000 with latest SP running on Windows 2003.

* All servers are Windows 2003 Server and Dual Xeon 2.4Ghz+ with 2GB+ Ram

***Technical considerations:***

* The pervasive database is read only except through the software built on it. Because of this and other concerns, we have created a DTS package on a Microsoft SQL 2000 server that copies all relevant tables to the MS SQL server every 15 minutes and deletes the current data on the MSSQL server. There are other databases on the MSSQL server that do not get deleted, and would remain for storing information if necessary.

* The program should be written in Visual Basic .NET 2003 or Visual C# .NET 2003 or later.

* Every ticket in the system should be parsed every night as part of the batch to ensure that tickets are not changed to tax exempt after the batch for that ticket is run, and to make sure all files are current. The Entry date of ticket should be between the entry date of the STEC and the expiration date of the STEC, otherwise an exception will be thrown showing an unassociated ticket. (Therefore a customer may have more than one STEC, and the correct one should be associated with the ticket)

* “Please Renew?? requests can be either generated and printed from the software, or simply stored in a file or Database and a mail merge can be generated in Microsoft Word. However; we will need to be able to change the format and information in the “Please Renew?? letter.

* STEC images can be stored in the MSSQL server, or on the file system on a network share. The program should call the TWAIN driver for the image and store it in a compressed format to save space. The system should provide the means to view the STEC and to print it out.

* Every year we archive data older than 2 years old out of the RFMS Pervasive SQL database. Because of this, the application needs to have a mechanism for accepting a list of relevant data (Ticket #, Ticket Entry date, and Customer #) and output a report of STECs and their associated Ticket numbers.

***Logical Considerations:***

* Matches between Tickets and STECs should be done real time, to accommodate changes to both.

* “Please Renew?? list and list of tickets without associated STECs should be e-mailed nightly to a configurable e-mail address.

* Only tickets marked as “Tax Exempt?? should be parsed, and only tickets ion States we have stores should be checked. Those states are KS, MO, NE, and IA.

* Every User on the network has a license to access the Pervasive SQL database, but not to the MS SQL Server. Access to the SQL Server should be done on the server itself, or through a Web service.

* We are willing to pull a copy of the relevant data to a new database or table in the MS SQL server nightly to perform the nightly batch upon.

***Rights and Licenses***

All source code and rights will be the sole property of CAP Carpet upon completion of the project. CAP Carpet will credit the person or company completing the coding of the project, and will agree to be a reference for the person/company in written form.

***Deliverables:***

* A user interface through which a user can browse through records in the Customer table of the database, and view STECs associated with that customer. If no STEC exists for that customer, or if one needs to be added, the interface will provide a means to scan the image from a TWAIN compliant scanner. The interface should associate the STEC with the customer record by the customer number, and should require an expiration date.

* A means through which to print off all STECs and a list of the Tickets they are associated with for a given time period. Only STECs that apply to the time period will be printed.

* A means through which to provide a list of customer numbers to the software to print off all related STECs for a given time period.

* Program need only operate on one system on the network in addition to any components running on any server.

* Program should have means to configure to point to another server or database should the database ever need to be moved to another location.

* Program should check nightly to ensure that all tickets in the system marked as Tax Exempt have and associated STEC. Program should then notify via e-mail a configurable user of tickets that do not have associated STECs.

* Program should provide a list of customer numbers for customers whose STEC is expired.

* Program should accept an input of ticket numbers, or customer numbers and return all related STECs for a given time period.

* Program should be written in VB.NET 2003 or C#.NET 2003 or later. And all source code, rights and licenses will be relinquished to CAP Carpet, Inc. upon completion of the project.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

Program should be written in VB.NET 2003 or C#.NET 2003 or later. And all source code, rights and licenses will be relinquished to CAP Carpet, Inc. upon completion of the project.

All servers are Windows 2003 Server and Dual Xeon 2.4Ghz+ with 2GB+ Ram

All Desktops are Windows XP SP2 and Pentium 4 [url removed, login to view] or Athalon 2400+ or better and all machines have 256+ MB of Ram.

Database is MS SQL Server 2000 SP4.
