Combining and sorting PDF files

I am looking for a program that will open up to four PDF files and sort the individual pages within the files based on data in the header and footer on each file. I have included four sample PDF files. Some info on these files: 1. The page header contains two pieces of information: Scenario Intersection Description 2. The page footer also contains two pieces of information: Report Type User Code The page sorting will be based on the header and footer data not including the user data. As mentioned I have included four sample PDF and a fifth PDF that is an example of how the four pdf files should be combined and saved in one file. Note:Intersection four does dot exist in the background files so a blank page was inserted as a place holder.
