Application Only Runs From PowerUser or Greater, Tell Me How to Run As Regular User

I Have an application that only runs when the user is a Power User or greater. Tell me how to make the program operate properly without setting special permissions for the user. I want the users to remain at the 'Domain User' level. The Application is CadKey Viewer 98, you can download the current viewer at the location specified. I would like to give the correct permission to registry keys or files.
