Wheelchair website redesign with CMS

We are redesigning the following website: [url removed, login to view]
The current site is static and does not allow the client to update the information to keep the site current. The new site must have an easy-to-use content management system.
On the new site, they would like the following:
The new look will match the attached jpg image. I can provide the layered photoshop file once the project is awarded.
Site navigation
The site will have 8 primary links on the left-hand side as shown. This menu will remain constant -- no need to add new links or categories to the main menu. Many of these will have pop-out menus. For specific details on these, please see the drop down menu on the current site.
Large image area (slide show style)
The large rectangular area at the top will be a slideshow that can be manual (viewer can forward it) or automatic (switches to the next slide on its own). Each slide will contain a link to a story on the website. It would be good if the client could replace these slides as necessary by simply uploading new slides or through a control panel. Please advise.
Three small stories
Below that are 3 rectangular areas which will contain the headline for each story with links to the full stories. These will need to be updated be updatable by the client.
Regarding the content on the other pages:
Most of the pages will remain static, except for these sections: What's New, Products, Newsletters.
On the "What's New" page, the client will need to update content frequently. This page will now contain only an image and headline for each story. The viewer can click on each link to view the entire story (very similar to the news stories at [url removed, login to view]).
Likewise, on the product section, the client will need the ability to make changes and additions frequently, adding links and pages for new products and new product options.
On the newsletter page, the client must have the ability to link the newest newsletter PDF. The past newsletters will remain available as an archive.
