Website Joomla add on based application

The project is about a webpage from where the user: will be able to use a scanner (any scanner attached and installed) in order to scan a paper form that is on the scanner by using some default custom settings (settings will not change every time). The scanned page should be uploaded in a webpage with a specific automatic name. The form name will depend on some criteria. The paper form will always be the same. The page is separated in three parts horizontaly. Each time only one part is filled (the top one), the next time the middle one and after that the last one (at the bottom of the page). Now on the left or right or wherever side of the page (I can arrange this) there will be a set of numbers or a barcode (I can also choose between numbers, or letters or a barcode) always as I said on a specific position. This will be the key for the first 3 letters filename of the scanned page and the rest of the name will just be the current date. Also it will be the key for where the page will be saved on the remote server. So I need some kind of OCR or barcode recognition. Also every saved filename should be saved as well in the MySQL server. The webserver will be in PHP and will be attached in a Joomla website. Finally (that is optional, I m not sure if will implement this) is: only one part of the three parts of the page should be scanned each time, depending on which part was scanned last time or depending on the date etc. But this is optional and i m not sure if i will implement this yet. Probably not. Now to the website functionality. It is really simple what I need: 1. User login/logout 2. An Administrator setup panel. 3. The user should be able to browse only specific uploaded forms depending on his level. The administrator specifies the user level from the administrator setup panel.
