Hosting Automated Site Needed

I need someone to design and build a website that will allow people to setup hosting packages then be charged by world pay and/or paypal.

Setup needs to be in real time and i would like an e-mail to to confirm that setup was successful.

I have a time frame of 3 months for this project but would really need to get online ASAP!
