FORMS ALREADY DESIGNED REQUIRE PROGRAMMING / FEATURES FINISH

I have forms that have already been designed and majority of the forms are already functioning and programmed, the problem is that some fields in forms are not funtioning, or missing, or require reprogramming; and some of the required features that the forms collection of info are used for are still not functioning as they should be. There are some corrections that need to be addressed. The collected info requires a database to store and access by admin, is missing, the possibility of communicate with users is also not possible because the database that should be is missing; The majority of the forms are already programmed, meaning the fields, but when finishing the 2nd form and click on submit the review or summary page that appears is empty and has error messages; then what follows the summary page would be for the user client to click submit and then be taken to payment page, which is not properly programmed, so remains empty instead of showing the purchasdes made and the amounts to pay and payment method, (paypal only). The paypal is functioning, but it is not linked properly. We have an Cpanel for user admin as well as administrative cpannel. Some of the features in both are not programmed properly or are missing alltogether.
