Complete redesign of a custom CMS backend, front end & licensing site

We have a custom CMS used in the mobile phone unlocking business which we would like to redesign using the latest programming styles making it more dynamic than it currently is and improving the bugs in the current system. We need bids from a company that has a proven track record here on freelancer and someone that is willing to work for us in the long term as we will need updates for a long time. We will reveal more info to the bidder we choose regarding this project where you will have time to look at an exsisting CMS which you can explore and tell us what you can do. We will need a full plan from the winning bidder after they review our requirements and tell us exactly how the work will be completed and in what time frame. We have had quotes from various companies and the maximum time quoted to complete this job is around 3 months. We would like to work with a company who will allow us to have an input on every part and work with programmers so the final product is exactly how we need it to be. Our front end and site from where the licensing of software will take place needs to be designed by some very good designers as it needs to be something a customer wont forget. We will want to monitor the work of the project as it goes along. We will make weekly payments via milestones as development goes along. LOOKING FOR PROGRAMMERS WITH A GOOD RECORD ON THIS SITE, not interested on what you have done on other freelancer websites.
