Chinese/English Welfare Site - news upload system

I have a project which is a first for me, multi-lingual.

My client has a simple html site, which is viewable in English and Chinese (simple chinese script).

They require a news upload facility - with the news page becoming the index page for the site. A simple news search facility should be included.

The news display must follow existing styles/formats.

Backend - news items will be uploaded in English or Chinese, my initial thought is a single news upload feature (text and images with alignment etc - a proper WYSIWYG editor prefered) with a radio button to select English or Chinese input.

Access to the backend it to be controlled by username / password

Backend should look the same as the main site.

The site will be made accessible on my server, you will be given ftp access, I will create databases if required and will import SQL dumps as necessary - sorry but I cannot give full phpMyAdmin access on this project.

Any questions via PMB only please. I am happy to work with a new-GAF provider if they are 110% confident that the project can be completed in its entirety and with no errors.

ALL CODE MUST BE VERY WELL COMMENTED in case the client or I needs to make any minor changes at a later date.
