Scrolling ticker form/module

What is require is for the programmer to modify some working code for me using VB 6. The code allows one to have a docking bar on their screen. I require that the code go to my website and grab contents from a text file and then scroll it on the bar. The work will be placed within an exisiting vb project and therefore should be contained within a single form/module. Requirements are as follows: 1> Scroll bar is to be locked at bottom of the screen. 2> It is to display as many scrolling headlines as will fit for the users screen display. 3> It is to continuously scroll all headlines contained within the datafile. 4> When a headline is clicked, the program must go to associated URL. 5> How often the program reads the online textfile for data needs to be configurable, the datafile name that it grabs, as well as, scroll bar width & colors. 6> Scroll bar must allow for me to add some buttons on the right end of it. Datafile format is as follows: caption url caption url etc....
