To break the website down in its simplest components would be as follows:
1 - members would be able to sign up and create a profile page similar to a myspace / facebook profile page. Except this profile page would be for a particular bail bonds company.
2 - in addition to their profile page, they could upload all their fugitives who have skipped on their court dates into their own database. They will also be able to have the ability to make this information public or private to other bondsman who are members of the site. 3 - Essentially this is a networking site for bounty hunters. Say I am a bounty hunter in baltimore maryland and i believe one of the persons i bailed out fled to Miami Florida. I could contact a bondsman through this website who is located in miami florida, and make this particular fugitives info viewable to him. This would allow the miami bondsman to help the baltimore bondsman locate their fugitive. 4 - The ability to add a "status page" for each fugitive within your database. This status page could be written on by other bondsman to update their progress on finding this person. They would be able to fill in the date and time and what the latest news is on finding this person and if they have gained any ground.
5 - Finally it will need a "name" search feature. Generally my goal for this is to make it grow and grow so there are literally hundreds of bondsman across the country contributing to what will ultimately be a HUGE database for finding fugitives who skip court on their bail. In addition, it can act as quality records for a bail bonds company whether they want to contribute to the networking site or not.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
