TV Advertisement Software

We require programmers who are very familiar with the TV advertisement programming industry.

This is my request:

I need you suggestion and expertise on the following:

1) TV network is broadcasting a movie or sport etc in schools. In between during the advertisement/break we want the software to block the TV channel and display our ads, until the movie or sports resume.

2) When a TV show is running, at the bottom leaving a 1/2 to 1 inch bar highlighted in Grey or some colour. At the bar, there will be information and news etc tickering past. Just like in CNN and some News channel where there is a bar and news ticker past. But I want this software to run news and adverts that we have inserted, and only in the schools etc we have installed this software, the ads will appear.

3) Whats are the kind of Hardware equipments that's required.

4) Can we have the software installed in various school say in China and control the advertisements in USA ?

Do let me know of you view and charges for having something like this executed.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
