My hotelier client wants his own online booking system but an out of the box solution won't work. There are a few variables that are not available from commercial packages.
Back end for reservation staff and management - the back end of the site where the customer updates the inventory should function very similar to the Agoda back end. You will need to take a look at that before even considering bidding and I will know if you haven't seen it so please, take the time to do that.
Front end customer facing - will be designed by me. It will be a simple form containing about 8 fields maximum.
Booking Path will be - customer clicks Book Now button from main website - button directs them to a booking form and customer fills out the fields for the booking (room type, date etc) - booking form then checks availabilty for the dates requested - confirms or declines availability and directs to payment page/modify booking form - submit generates a summary of the booking email for the customer,it DOES NOT update the availability of that room type on the online database, it also generates an email for reservation staff with the booking details. The reservation manually update the local database which in turn will update the online database when called to do so in the sync routine.
Payment integration - payment will be made via a Thai based payment system called Thai Epay and we can provide all docs and support to facilitate this.
Unique features/variables - this is where it gets interesting.
1. The hotel currently uses a room and booking management software package. It is based on a Mysql database which is self hosted on the companies own server.
We need this inventory database to be synchronised with the hotels existing room and booking management software package. This would probably be done by a chron job from the online database.
2. We also need to have an option to override the synced database so that the online system will accept any booking regardless of actual availability.
3. The online database needs to have the option to add special offers, discounts and coupons to room types.
You will not be doing any design or graphics work, this will be done by me.
Budget I have put for this job is a guide but be aware we know how much work is involved in this for a competent operator.

Be sensible with your pricing, I have been doing this for a long time.
You must have a secondary means of communication, Skype is fine.
You must not be doing this in your spare time or whilst you are 'at work'.
Asia time zone is preferred if you work during the day, South American time zones are fine if you work at night. I am on GMT +7.
You must include the phrase 'weekends are for wimps, I love what I do' in the response so that I know you have read everything.
