Setup of Realtime Delivery for html server side posting

No System or database is in place. This is basically setting up for server side html posting and set up of the database and system to post the leads to the end user via email.
Basically a customer will place a lead order for realtime leads at my website. I would then need a page or system on my site where I would enter the lead order, (ie: customers name, lead type ordered, quantity, etc...) the system would assign a unique order id#.... I would then send that order to my vendor including the unique id#, they advertise my website form and the script integration on the form would then send the leads to my database, including the unique identifier, so we know who is to get the lead. The system would then send the lead in realtime as it comes in via email to that customer...the administrator (me) would also be able to view who got what lead and how many, etc... and be able to download the file per customer in excel or csv if necessary.
Another possibility, is also while still sending the lead to the customer in realtime via email to their email address, we would also have a login area on my site for the customer to enter their system assigned order id# and password to view their leads on my site, in case they missed an email. I have access to a system if you need to see a sample of this.
I had posted this a week or so ago, and was reviewing the info. on the bids and going over details with some, when I didn't realize the bid was frozen for time completion.
