This same problem was projected by fstop71 on 12/21/2005. However I am suffering exactly the same problem, so I borrow his problem description here:
OsCommerce is not recording an order even if payment is successfully made through Paypal. Below is a detailed description of the problem.
When the customer gets to /cart/[url removed, login to view], chooses Paypal and then clicks continue, they are sent to Paypal. At this point, no notification is sent to the customer or the merchant. They continue with payment through Paypal correctly. At the final payment page there is a 'Return to Merchant' button in the bottom right corner of the page. At this page they have paid the merchant, however, the OSCommerce cart has no idea it is completed unless the 'Return to Merchant' button is clicked. As soon as that button is clicked, the customer and merchant recieve email notification and the order is placed in the database.
The problem is not all (most who use PayPal) customers are clicking this button. Instead they are just closing the browser. They are paying but the merchant has no record of the order. Big problem.
I've found some possible fixes for this problem at:
[url removed, login to view],1753
starting at about v1.6.
Can you do some research and install the version that would correct this problem so that the merchant would recieve a notification even if the customer did not complete payment? Notification includes email and inclusion of the order in the database. If payment is not completed, those orders are just not processed.
I need this completed for two sites. Please reply with your bid. Thank you.
And in addition to this... everything worked just fine until March 2006, then it stopped working correctly and begin to behave like in abovementioned case.
No modifications to PayPal -files were made.
I'd glad to give all the necessary information which my help to solve the problem.

I have never seen this but I am highly experienced with troubleshooting Paypal, other processors, and os. I am on the East coast of the US if this helps.
