Need PSD to CSS and simple CMS/Archive system

This is for an online magazine ran by a single person. They want to be able to simply add several articles weekly.
Please checkout the file I uploaded relevant to this project.
I will send the PSD of that layout and I need:
1) It chopped up into standard compliant CSS coding as proper and expert as can be.
2) A CMS system setup where the editor can login and add an article and choose which section it will be in (see the list on the lefthand side). They should also be able to add an image with their article that will come up as it does on this page. I want the latest article added to show up on the front page, and the previous 3 to show up just the image and title and a brief summary under the recent articles section.
3) I need an achieve system setup so when they click on 'Fashion' all the fashion articles will show up in a list. Please visit this site: [login to view URL] Basically something like that, only much less complex. Simply add an article and image, and title it and section it, and it goes into an achieve and shows up on the front page as such.
Once chosen I will elaborate with some further details.
