Simple eBay Price Alert Site

I'm looking for a real simple website that offers the following:

Users will be able to specify a product and price maximum by keyword to be purchase on eBay. The user will get an email notification when the item specified is listed on eBay for a price equal to or below their specified price for BUY IT NOW. I am not positive if eBay has an API which allows you to ping it for BUY IT NOW pricing, I expect you to do that research.

I'm looking for a couple different options, the ability for users to register and create accounts and for a simple form that stores email addresses and notifications.

Ruby or PHP, no real preference, any work with AJAX to increase UI and looks are preferred.
