Web programmer for php and MS SQL on Windows Server for Plumbing Directory Site

My site is a nationwide plumbing directory. Visitors can search by zip code or by state-county-town. Plumbers who wish to list on my site can either have a free listing for ONE zip code or purchase the entire County for a monthly fee. New users are required to register. Since this site is very new, it has several kinks which I need worked out before I can really start promoting it. Please only bid if you will be able to take on future projects - about 1-2 per week and can deliver within a reasonable time frame. If you reside within the US - your bid will be very favorable. This project: 1. I need the main page redesigned. Not a full change, but I want to change the layout and insert a form for visitors to submit a service call request. This form shall be emailed to a site admin. I also want to add fb code for our business. 2. I have a csv file with about 11k rows of data. The data is listings of plumbing companies in the US that I want to import into the site as free listings. 3A. There is a control panel that needs modification. Currently, I am unable to edit users and see and edit their free listings. It just shows me their name and email address along with an option to delete the user. I need full control. I need to see all their information, update it as needed and see and update the listing they submitted. 4. Again, I have free listings and paid listings. If a user wants a paid listing, they are purchasing advertising rights for ONE particular county. The way the system is set up now, if they purchase a county, WE (the admin) place a banner in their county. This banner only appears in the county listing and does not automatically post in each town within that county. Example: See New York - Nassau County - there is a banner on the top of the cities list. But that banner does not go into each town. I need this changed.
