Photo Sharing and Rating Script with Design - Like Flickr / RockYou.com

I am looking for a Photo Sharing script like Flickr where the user can upload single/multiple photos at a time and other registered users can comment on them. The user has the choice to keep or remove the comments. There will be a basic free version with limited bandwidth and storage space and a more advanced paid monthly subscription for unlimited features and direct FTP upload feature. The paid subscription will also allow the users to create slideshows. You can use any of the available scripts for this. Everything needs to be integrated with Paypal. There will be a rating system in place too. The homepage will feature the most voted photo of the week. It will be basically related to a photography competition that will run every week. The winner will be given a T-shirt with site logo from CafePress. I also need an Admin section to manage all the photos and the users including IP range blocking and other security features.
