cms - no database required

Im looking for a CMS system - not too comprehensive, but professional in terms of stability and must have the following features.
. no database (flat file or bespoke text database is ok)
. html output only for files
. friendly urls - no [url removed, login to view] etc ( /colors/[url removed, login to view] is what i need)
. individual head tag per page (editable easily thru individual text boxes on a form)
. wysiwyg editor (htmlarea is fine) and code view also so experienced ppl can edit that way
. easily allow to create folders for better structure - so could save a file as /folder/[url removed, login to view]
. possibly allow templates to be created and edited so they can then be saved as other files - e.g. open template file, change text etc and then save as another filename.
in essence, i want a simple, but effective cms, but with some extra benefits.
