Magento: Same Gross prices for different tax rates.

Gross prices should be the same for different tax rates.
There are different tax rates for different countries. When a customer selects a country other than the default, Magento calculates a new gross price. So the gross price is different in each country.
The task is to show the same gross price in every country and change the net price.
Example:
Gross price: $ 10 in both countries.
Country 1: Tax rate: 7% - net price $ 9.35
Country 2: Tax rate: 8% - net price $ 9.26
The customer should always see the 10 $.
We work with Magento Community Edition 1.5.0.1

net price is the price without tax
gross price is the price inclusive tax.
the gross price has to be displayed to private customers in europe by law.
so the gross price should always be the same, independent from the
country and the depending tax rate.
The shop owner enters a gross price in the magento backend for product X
-- example 10 Dollars inclusive 7 % tax for the default country (example
Germany).
The customer puts this product to the shopping cart. In the checkout he
chooses in the drop-down menu for country Switzerland. The tax in
Switzerland is 8 %. So in standard Magento the Gross price will be
changed by the system to 10.09 Dollar because Magento gets the net price
and calculates the Gross price again with the new tax rate.
We want that Magento gets the Gross price and calculates a new net price
so that you have always one price (in our example 10 Dollar) shown to
the customer independing from the country he chooses.
