Website for payrolling company, extensive user login options

We are looking for freelancers for doing most work in the making of a new website for a payrolling company. Please read the following carefully before bidding: serious bids only.
your role would be:
-Converting our .psd file into a working template and configuring it in joomla 1.5
-Installing joomla 1.5 on the server.
-The website should have one user login for three target groups: the payrolling company itself, their employees and the contractors.
-Example of a website of a competing company: [url removed, login to view];hl=nl&ie=UTF8&sl=nl&tl=en (this is a competitor's website, so DO NOT email to this website). The website we would have to make would be about the same depth and structure.
-The user-login part should contain information for the individual that logged on. And would have to be integrated/ connected with some data from a MySql database that uses ODBC (Open Database Connectivity). The software the payrolling company is using, is from Flexservice [url removed, login to view] (use google translate do not e-mail them), their sofware works with a Mysql-databse with ODBC.
-The logged in area should contain individual options for: filling out new contracts (preferably online but due to legal reasons downloading is also an option) online paycheck viewing for employees with option of: saving, printing and look into older ones, requesting for some days off, invoice for companies, status of payment for employees and employers, the hours that are worked and declared. Should be suitable for at least 1000 registered users. The data from the info described above comes from the "FlexService-software" the company is using that uses a MySql database with ODBC, so you would have to import the data on the easiest, most user friendly way as possible., see above.
- A company/ freelancer that has a VAT/TAX registration with their chamber of commerce, so you can send us an actual invoice, is a BIG PLUS.
What you do NOT have to do:
-Copywriting, writing texts for the website
-Designing the template: we design you program
-Designing site structure.
Delivery time can be a bit longer, i am thinking of at least 3 weeks.
