I would like to have a script made that will allow me to have tag boards on my sites. I'm not sure if this will be PHP, Java, or anything else.

I've taken screen captures of my tag board control panel. You can view the images here: [url removed, login to view] View the images to see what kinds of stuff I'll need. In the [url removed, login to view] photo, you'll see that one of the features allows me to reserve names so that no one else will be able to use them. This feature allows me to use a reserved name while using the IP address that the script recognizes without deleting it off the Reserved list. If I want to use a reserved name using a different computer, I will have to first remove it from the list then add it back on when finished. For the style page, I do not need the "Select Color" links. I'll get the hex codes using my image editing software. I do need this link for the smilies though. The smilies will be a popup. Also, I'll need the option to choose whether I want the new posts to appear on the board descending or ascending.
I'll need a login page using cookies with Log In Log Out capabilities. An installation file, ofcourse. And for the control panel, the main page will be the posts page (see image in the link above). Lastly, the main feature which is really important about this enhanced tagboard is it's ability to refresh. This is not a timed refresh. It will refresh whenever a user on the board posts something. It'll be a tagboard that refreshes in real time. So when someone posts a message, everyone who is on the site will be able to read the new message without having to refresh the site.
